NC Association of Councils of Governments (NCARCOG) is pleased to announce the release of a Request for Proposals (RFP) seeking qualified consultant firms to develop and deliver disaster recovery financial administration training. The selected vendor(s) will provide the necessary design services to develop a comprehensive training curriculum and collaborate with the 16 councils of government to deploy said training statewide. NCARCOG has retained Centralina Regional Council to manage the procurement process and serve as the project manager for the selected vendor(s), overseeing the execution of project deliverables in coordination with NCARCOG, 16 councils of government and state agencies.
Initial Contract Duration: Award date to June 30, 2024
Optional Extension: July 1, 2024 to June 30, 2025

Over the past five years, North Carolina has experienced several major natural disasters, including several overlapping events, which are becoming more and more prevalent. While the flow of federal disaster recovery dollars has provided important response and recovery resources, impacted units of local government must navigate complex financial reporting and compliance requirements, all while working within constrained post-disaster operating environments. Concerns over the successful and efficient administration recovery funding prompted an interest by the North Carolina General Assembly in providing resources to develop and deliver a comprehensive financial administration training program for North Carolina units of local government.
In the state’s 2021 budget, the North Carolina General Assembly included an appropriation to the North Carolina Association of Regional Councils of Governments specifically to support local governments in effectively managing and building capacity in local and regional disaster recovery, mitigation and resiliency efforts. A statewide financial administration training program is one of several activities funded by the state via a grant agreement with NCARCOG.
