The Centralina Strategic Engagement & Technical Services (SETS) department exists to advance member government and organizational goals and initiatives related to people, processes and policy. We coordinate with all Centralina departments and support their efforts to provide the best customer service and support. Centralina SETS’s mission is to raise Centralina’s profile as a resource and trusted partner to our member governments and regional stakeholders. We achieve this through five support areas.

Services

Technical Assistance

We provide a range of technical assistance and operational support to local governments, including classification and compensation studies, grant writing and administration, recruitment and executive searches, strategic planning, staff training and professional development courses and hiring/promotional assessments.

Local Government Programming

As the primary regional convener of local governments, Centralina seeks to support peer exchange, professional development and best practices. Our events include annual conferences, the CLT Aviation Academy, training workshops and peer networks.

Board Administration

We facilitate the effective governance of affiliated boards and committees to achieve holistic, effective outcomes. Centralina’s direction is set by our Board of Delegates, comprised of elected officials from each of our member governments.

Intergovernmental Affairs & Advocacy

One of our key objectives is engagement with policymakers at the federal and state levels to give voice to regional priorities and funding opportunities.

Communications & Member Engagement

What We're Working on in FY26

When a construction or repair contract over $300,000 involves a building, the procurement and contract are subject to additional requirements under N.C.G.S. 143-128. Therefore, this question must be answered to determine whether the additional statutory requirements apply to this procurement scenario.

The micro-purchase threshold is a federal procurement threshold under which competitive procurement is not required. The default micro-purchase threshold is $15,000, but local governments may increase the micro-purchase threshold up to $50,000.
