Norwood and Wadesboro Receive $3.1M in Revitalization Grants

The Town of Norwood has received a $1.6+ million Community Development Block Grant (CDBG) Neighborhood Revitalization award from the U.S. Department of Housing and Urban Development.

The Town of Wadesboro was awarded $1.4+ million through the same program.

These grants were prepared through a partnership with Centralina Economic Development and will be put toward the renovation of 15 Norwood homes, predominately owned by low-income older adults, and vital projects within Wadesboro. Originally, Norwood’s application was for $950,000, but the town was notified of additional funding availability by Centralina Community Economic Development Administrator, James Luster.

Providing Value to Centralina Members

Norwood’s Town Administrator, Ray Allen, had this to say about the partnership:

“Thank you for the successful CDBG Neighborhood Revitalization grant that James prepared on behalf of the Town.  We were notified last week that we had been awarded $1,672,762 which will renovate approximately 15 homes for low income predominately elderly homeowners. Our Mayor and Board are very excited about receiving this grant. The original application was for $950,000 but James was notified by NCDOC that additional funding was available, so he worked quickly to amend the application to apply for an additional $722,762 in funding. This is an excellent example of how Centralina provides value to its members.”

When a construction or repair contract over $300,000 involves a building, the procurement and contract are subject to additional requirements under N.C.G.S. 143-128. Therefore, this question must be answered to determine whether the additional statutory requirements apply to this procurement scenario.

The micro-purchase threshold is a federal procurement threshold under which competitive procurement is not required. The default micro-purchase threshold is $15,000, but local governments may increase the micro-purchase threshold up to $50,000. An explanation of increasing the micro-purchase threshold and a template for the required annual self-certification is available here.
