CONNECT Centralina Recognized Nationally for Transformative Regional Mobility Plan 

Centralina Regional Council has been honored with the prestigious Aliceann Wohlbruck NADO Impact Award for its CONNECT Centralina Regional Transportation Demand Management (TDM) Plan: a groundbreaking initiative that reshapes how residents across the region move through their communities. 

As the first regional TDM program in the area, CONNECT Centralina is setting a new standard for how education, marketing and incentives can promote sustainable travel options and reduce reliance on single-occupancy vehicles. Designed as a key recommendation of the CONNECT Beyond Regional Mobility Plan, the TDM program provides a five-year roadmap for encouraging more efficient travel behaviors through a series of high-impact strategies, including the promotion of carpooling and vanpooling, travel options education and workplace mobility programs. 

About the Plan

Spearheaded by Centralina in partnership with NCDOT’s Integrated Mobility Division and regional stakeholders, the 14-month planning process brought together state and local agencies, transit providers, employers and community voices to shape a vision for transportation choice in the region. Centralina’s well-structured approach has been hailed as a model for other regions, with NCDOT distributing planning templates developed during the project to help replicate its success statewide. 

Beyond laying the groundwork for a more effective transportation future, CONNECT Centralina supports the region’s broader economic development goals. The plan aligns with Centralina’s Comprehensive Economic Development Strategy by promoting community-supportive infrastructure and improving mobility access to employment and educational opportunities. 

Launched in summer 2025, the CONNECT Centralina program is already making waves through early pilot projects in employment centers and institutions of higher learning. With the Aliceann Wohlbruck Award spotlighting its impact, Centralina’s TDM efforts are positioned to serve as a national example of how thoughtful planning and collaboration can move a region forward.

The micro-purchase threshold is a federal procurement threshold under which competitive procurement is not required. The default micro-purchase threshold is $15,000, but local governments may increase the micro-purchase threshold up to $50,000.
