Building Pathways to Employment: NCDOT and NCWorks Launch Innovative Training Pipeline

A conversation that began two years ago between the North Carolina Department of Transportation (NCDOT) and NCWorks Career Center Cabarrus has grown into a groundbreaking workforce initiative that’s already changing lives. 

From Idea to Action 

Denisha Nesbit, leader of NCWorks Career Center Cabarrus, first invited NCDOT to participate in the Cabarrus County Transportation Simulation, an exercise designed to highlight the challenges job seekers face when navigating the employment landscape with limited resources. That moment sparked a series of strategy sessions in fall 2024, where NCDOT and NCWorks designed a tailored curriculum to meet the unique needs of NCWorks customers. 

Introducing the Highway Construction Trade Academy 

The result of these sessions is the Highway Construction Trade Academy, a no-cost training program that blends classroom learning, hands-on experience and work-based opportunities. Participants gain OSHA 10 certification, heavy equipment operation skills,  CPR and first-aid training. Beyond technical instruction, the Academy supports students with resume assistance, interview preparation, work boots, safety gear and direct access to employers ready to hire. 

Early Successes 

The first pilot cohort in Cabarrus County launched in early 2025 with 13 participants, all of whom completed the program. Rowan and Stanly counties quickly followed, enrolling 15 more individuals. Despite barriers such as lack of transportation, no driver’s licenses or limited backgrounds, six graduates have already secured employment through an in-house hiring event. 

A Model of Collaboration 

“This collaboration demonstrates what’s possible when transportation and workforce agencies unite,” said Nesbit. “We’re already seeing participants land interviews and secure jobs, and local employers are eager to get involved. Customers are also asking about upcoming trainings.” 

The Highway Construction Trade Academy is more than just a training program: it’s a pathway to stability. By combining hands-on construction training, essential tools and supplies and job-readiness coaching, NCDOT and NCWorks are equipping individuals to build lasting careers and stronger communities.
