Government Affairs and Member Engagement Department

The Centralina Government Affairs and Member Engagement (GAME) department exists to serve local governments and act as a convener, collaborator and connector. We coordinate with all the Centralina departments and support their efforts to provide the best customer service and support. Centralina GAME’s mission is to raise Centralina’s profile as a resource and trusted partner to our member governments and regional stakeholders. We achieve this through regional relationship building, information exchange, advocacy, continuing education and strategic support.

Services

Government Services

We provide a range of technical assistance and operational support to local governments, including classification and compensation studies, grant writing and administration, recruitment and executive searches, strategic planning and hiring/promotional assessments.

Professional Development and Peer Networks

As the primary regional convener of local governments, Centralina seeks to provide elected officials, managers and others with networking opportunities to exchange ideas, best practices and discuss collaboration possibilities.

Our events include annual conferences, the CLT Aviation Academy, training workshops and peer networks with mayors and county and city/town managers.

Intergovernmental Coordination

One of our key objectives is engagement with policymakers at the federal and state levels to give voice to regional priorities and funding opportunities.

Celebrating our Region

We aim to inspire innovation and collective action by promoting successes and sharing best practices. Our Region of Excellence Awards highlight six projects and individuals for their contributions each year.

Federal funds are commonly passed through state agencies in North Carolina before being awarded to local governments, which can make the original funding source less obvious. Before proceeding with a procurement, local governments should verify whether an award originates from a federal source. This determination affects compliance obligations, including procurement standards, reporting, and audit requirements.

When a construction or repair contract over $300,000 involves a building, the procurement and contract are subject to additional requirements under N.C.G.S. 143-128. Therefore, this question must be answered to determine whether the additional statutory requirements apply to this procurement scenario.

The micro-purchase threshold is a federal procurement threshold under which competitive procurement is not required. The default micro-purchase threshold is $15,000, but local governments may increase the micro-purchase threshold up to $50,000. An explanation of increasing the micro-purchase threshold and a template for the required annual self-certification is available here.
