Centralina Regional Council seeks an energetic, self-directed individual for the position of Workforce Development Board Assistant Director to assist the department in developing, planning, administering and maintaining Workforce Innovation and Opportunity Act (WIOA) and NCWorks Career Center programmatic standards, strategies and processes. The candidate must understand the importance of building positive relationships within the local business community and agencies in the region and exhibit strong organizational and problem-solving skills.

Centralina Workforce Development Board (WDB) is a division within Centralina Regional Council. Centralina WDB initiates planning, negotiation and integration of various workforce services in seven of the nine counties of the Centralina region. The core functions of the Board are policy guidance, program oversight, coordination of services and building partnerships with businesses to connect talent to employment. The Centralina WDB was the first multi-county, regional workforce development board in North Carolina. The Centralina WDB has been a leader in workforce development providing innovative approaches to key talent development issues and providing solutions for businesses through the operation of our eight local NCWorks Career Centers.

Description of the Work:
Major duties and responsibilities include but are not limited to:
Visioning Program design, development and implementation: Facilitating strategies for the Centralina Workforce Development Board, NCWorks Career Centers and Workforce Innovation and Opportunity Act (WIOA) services and monitor performance outcomes; providing strategic guidance on how these services work together and make adjustments accordingly.
Staff development and supervision. Providing assistance to the Workforce Director in overseeing operations and programs of the Board such as WIOA Adult, Dislocated Worker and the Youth programs.
Programming for One-Stop Operation Partners in addition to coordinating initiatives with Community Partners. 1) Administering staff training on NCWorks Online, WIOA and DWS Operational Guidance letters. 2) Developing local programmatic monitoring processes and administering said processes for NCWorks Career Centers and Workforce Innovation and Opportunity Act (WIOA) services. 3) Leading local efforts to work with State monitoring for NC Commerce – Division of Workforce Solutions (i.e., Programmatic and Equal Opportunity).
Operational and Project Process Management. 1) Developing Centralina Workforce Development Board Workforce Innovation and Opportunity Act (WIOA) and NCWorks Career Center policies and procedures. 2) Providing assistance to the Director in managing the budget and in helping to ensure financial and programmatic compliance to all federal, state and local area mandates. 3) Providing assistance to the Director in seeking additional funding sources to support workforce development programs; collaborating with other Centralina departments on researching other funding/grant opportunities. 4) Representing Centralina Workforce Development Board on various working groups. 5) Providing technical support to Centralina Workforce Development Board department staff.
Desired Knowledge, Skills and Abilities include but are not limited to:
- Thorough knowledge of current workforce legislation (currently the Workforce Innovation and Opportunity Act – WIOA) including all applicable policies and procedures, accountability requirements, etc. related to programs managed.
- Thorough knowledge of available service providers, community colleges, community action agencies, the local labor market, and resources for human services needs, employment, and training.
- Thorough knowledge of the physical, economic, and social characteristics of the service delivery area.
- Thorough knowledge of the application of information technology and ability to apply it to the work, including ability to use specialized database and reporting software.
- Ability to establish and maintain effective communications with participants, program staff, employers, training professionals, businesses, contractors, and the general public.
- Ability to identify trends in employment and training issues and identify programming to achieve desired outcomes.
- Ability to plan and organize work efficiently and meet deadlines.
Minimum Experience at a Glance:
Bachelor’s Degree in public administration, political science, business, or related field and 7 to 9 years’ experience in workforce development, or an equivalent combination of training and experience that provides the required knowledge, skills, and abilities. Hiring salary dependent on experience $75,000 – $85,000.
Applicant must possess a valid driver’s license and have the ability to physically perform the basic life operation functions of standing, walking, talking, hearing, and repetitive motions, the ability to lift 10 pounds of force occasionally and possess the visual acuity to prepare data, proof work, and do extensive reading.
