Centralina is Hiring: Regional Mobility Program Planner

Who We Seek:
Centralina Regional Council seeks an energetic, self-directed individual for the position of Regional Mobility Program Planner. The individual in this role will assist in managing strategic initiatives for Centralina’s Integrated Mobility Center which is aimed at providing region-wide coordination and capacity building to accelerate priority mobility projects from the CONNECT Beyond Regional Mobility Initiative. This is an exciting opportunity to work on major transportation and infrastructure projects andto help identify opportunities in transportation finance innovation, priority mobility project acceleration and land-use transportation integration for the Centralina region and its partners.

The Regional Mobility Program Planner will support implementation readiness for a variety of mobility projects at different geographic scales and will provide support to the Program Manager in meeting specific objectives associated with the following three service lines:

(1) Infrastructure Finance Innovation,
(2) Pipeline Project Facilitation, and
(3) Transit-Oriented Development (TOD) Innovation.

Funding for this position is provided under a two-year Regional Infrastructure Accelerator (RIA) Grant from the U.S. Department of Transportation (USDOT) Build America Bureau. High performing applicants may have the opportunity to remain in place following the grant period to continue implementation of Center activities and CONNECT Beyond.

Description of the work:
Major duties and responsibilities include but are not limited to: 

  • Assisting in the implementation of activities under the grant related to the Center’s three service lines: (1) Infrastructure Finance Innovation (2) Pipeline Project Facilitation, and (3) Transit-Oriented Development (TOD) Innovation.  Activities seek to build local capacity in order to advance infrastructure and mobility projects to a greater level of funding readiness.
  • Developing professional and technical content in support of Center service line activities related to infrastructure project development and finance (including P3s, USDOT and Build America Bureau financing programs), transit-oriented development innovation and general transportation and transit planning topics.
  • Representing Centralina and building relationships with state, regional and local partners including the region’s transportation planning organizations, transit agencies and numerous local governments.
  • Assisting coordination with the USDOT program lead under the cooperative agreement.
  • Working in collaboration with Centralina departments to ensure alignment with CONNECT Beyond implementation activities, regional plans and organization priorities.

This position reports directly to the Regional Mobility Program Manager.

Desired Knowledge, Skills and Abilities:
Desired KSAs include but are not limited to:

  • Knowledge of transportation planning, infrastructure project development, transit-oriented development and/or other topics relevant to the Center’s three service lines.
  • Knowledge of relevant federal transportation funding and finance programs used to support mobility projects.
  • Knowledge of local government policy processes (generally) to support land use and transportation integration.
  • Knowledge of regional issues, plans and programs.
  • Knowledge of federal, state (NC) and local laws, regulations and policies related to programmatic areas of responsibility.
  • Proven ability to multi-task and deliver consistent results in a fast-paced office.
  • Ability to establish and maintain effective working relationships with staff at the federal, state, regional, local levels and with elected officials.
  • Ability to communicate effectively orally and in writing and lead various meetings and events, make presentations and answer questions at public or project meetings.
  • Ability to coordinate the preparation of or prepare technical documents and presentations, charts, maps (GIS), graphs and other illustrative materials for presentations to elected officials, public and other stakeholders.

Minimum Experience at a Glance:
Bachelor’s degree from an accredited college or university with a field of study in planning, public policy, urban design, public administration, geography or related field and three to five years of experience or an equivalent combination of training and experience that provides the required knowledge, skills and abilities. Transportation planning and/or transportation project development experience is highly desired. Hiring Salary $53,000 – $65,000 depending on education and experience.

Applicant must possess a valid driver’s license and have the ability to physically perform the basic life operation functions of standing, walking, talking, hearing, and repetitive motions, the ability to lift 10 pounds of force occasionally and possess the visual acuity to prepare data, proof work, and do extensive reading.
