REQUEST FOR PROPOSALS: Regional Non-Profit PILOT Partner 

The purpose of the Request for Proposals (RFP) is to solicit proposals for a Regional Non-Profit PILOT Partner as part of its North Mecklenburg County Housing Preservation Initiative.  Centralina Regional Council invites proposals from recently launched nonprofit housing support partners specializing in the administration, design and oversight of home repair/rehabilitation programs to participate in a regional affordable housing project for eligible homeowners in the towns of Cornelius, Davidson, and Huntersville located in North Mecklenburg County (“Project Area”).

The Regional Non-Profit PILOT Partner will receive $50,000 in federal United States Housing and Urban Development Community Project Funding grant for program administration costs to oversee and implement the Scope of Work outlined in Section 5.  The housing rehabilitation component of the Initiative serves as a PILOT study to build local capacity in the North Mecklenburg subregion in order to address housing affordability and preservation via a shared vision and an economy of scale model that maximizes nonprofit staff and capital resources now and in the future. Centralina is seeking a partner looking to build its internal capacity to manage federal and state grant programs and expand on its existing expertise in owner-occupied home repair/rehabilitation service delivery.

When a construction or repair contract over $300,000 involves a building, the procurement and contract are subject to additional requirements under N.C.G.S. 143-128. Therefore, this question must be answered to determine whether the additional statutory requirements apply to this procurement scenario.

The micro-purchase threshold is a federal procurement threshold under which competitive procurement is not required. The default micro-purchase threshold is $15,000, but local governments may increase the micro-purchase threshold up to $50,000.
