REQUEST FOR PROPOSALS: Government Relations Services for Engaging with the State of North Carolina-Deadline Extended

is requesting proposals for government relations services to support Centralina’s engagement with the State of North Carolina executive and legislative branches. Centralina seeks an experienced, results-oriented, non-partisan government relations firm with a demonstrated track record of working with local governments, regional councils or similar public sector entities.

The selected firm will collaborate with Centralina is implementing its Raleigh Relations strategy which has three components:

  1. Building relationships with the legislative and executive branches of the State of North Carolina to increase their awareness of the organization and key issues impacting the region.
  2. Tracking legislation and executive action that impact Centralina’s work, its member governments and priority regional issues.
  3. Securing resources to support the organization deliver on its mission and strategic goals.

When a construction or repair contract over $300,000 involves a building, the procurement and contract are subject to additional requirements under N.C.G.S. 143-128. Therefore, this question must be answered to determine whether the additional statutory requirements apply to this procurement scenario.

The micro-purchase threshold is a federal procurement threshold under which competitive procurement is not required. The default micro-purchase threshold is $15,000, but local governments may increase the micro-purchase threshold up to $50,000.
