Lilesville, NC – Housing Rehabilitation Construction Services – “GENERAL CONTRACTOR SOLICITATION”

Lilesville recently received ($750,000) from the North Carolina Department of Commerce (Grant #20-C-3635), Rural Economic Development Division to provide housing rehabilitation services for approximately 6 low/moderate income, owner occupied single-family properties.

 All properties are located within Lilesville and identified as AC#1 through AC#6 and are available online for review (see link below), for printing to assist with the Contractors Bid mail in submittal.  The Town is soliciting the services of qualified, licensed General Contractors / firms to complete the housing construction activities. Contractors that demonstrate the ability to efficiently and effectively conduct work activities at multiple properties will be considered favorably.

Bids must be submitted be COB on Friday, November 14th, 2025.

When a construction or repair contract over $300,000 involves a building, the procurement and contract are subject to additional requirements under N.C.G.S. 143-128. Therefore, this question must be answered to determine whether the additional statutory requirements apply to this procurement scenario.

The micro-purchase threshold is a federal procurement threshold under which competitive procurement is not required. The default micro-purchase threshold is $15,000, but local governments may increase the micro-purchase threshold up to $50,000.
