Centralina Launches Digital Opportunity Plan to Boost Connectivity and Safety Across the Region 

Centralina Regional Council is turning vision into action with the rollout of its Digital Opportunity Plan (DOP), a bold strategy to expand broadband access, digital skills and technology tools that enhance everyday life and emergency preparedness throughout the Charlotte region. 

From Planning to Progress 

After a year of collaboration with county leaders, emergency management officials and digital access experts, Centralina finalized both regional and county-specific digital opportunity plans in 2025. The planning process included surveys, monthly engagement sessions and toolkits to help counties tailor and manage their own strategies. 

The urgency of this work was underscored by Hurricane Helene’s devastating impact, prompting the addition of Goal 4: Strengthen Public Safety Awareness & Access. This goal ensures that digital opportunity efforts also support disaster resilience and emergency communication. 

Introducing the Digital Opportunity Resource Hub 

A cornerstone of the implementation phase is the launch of the Digital Opportunity Resource Hub, a centralized platform offering: 

  • Access to regional and county-specific DOPs 
  • Updates on broadband expansion and affordability programs 
  • Information on public safety alert systems 
  • Resources for community partners to boost digital readiness 

The hub empowers residents, local leaders and organizations to stay informed and engaged in building a more digitally inclusive region.

On October 22, 2025, we’ll host a Centralina Learns webinar titled Digital Readiness for Safer Communities. This interactive session will explore how broadband access, device availability and digital skill-building can improve public safety and emergency response. Attendees will also learn how local alert systems and regional planning are evolving to better protect residents during future crises. 

Moving Toward a More Connected and Resilient Future 

By centralizing digital opportunity funding and implementation, Centralina has equipped counties with the tools and consistency needed to succeed. The 2025 Regional Digital Opportunity Plan is now a living framework guiding the region toward greater connectivity and resilience. 

When a construction or repair contract over $300,000 involves a building, the procurement and contract are subject to additional requirements under N.C.G.S. 143-128. Therefore, this question must be answered to determine whether the additional statutory requirements apply to this procurement scenario.

The micro-purchase threshold is a federal procurement threshold under which competitive procurement is not required. The default micro-purchase threshold is $15,000, but local governments may increase the micro-purchase threshold up to $50,000.
