Centralina is the largest of North Carolina's 17 regional councils of governments that works on the major issues that cross local and regional boundaries. Centralina’s region includes 9 counties and 64 municipalities with a population of 1.8 million. The agency is the focal point for new regional planning activities and collaboration on a number of environmental, transportation, and governance issues. Purpose and Functions of Centralina Council of Governments, as stated in the Charter Resolution:

The Council hereby established shall be a voluntary organization of local governmental units organized and existing to (1) provide a framework within which matters affecting the health, safety, welfare, education, recreation, economic conditions, transportation, water quality and solid waste, regional planning or regional development of and for the citizens within the member governmental units may be studied and discussed, and concerning which solutions or recommendations are proposed; (2) to implement courses of action relating to the matters within its jurisdiction through the joint exercise or contractual exercise by one unit for other units of any power, function, right, privilege or immunity of local government; (3) to promote intergovernmental cooperation, communication and planning; and (4) to review, upon the request of state, federal or local governments, or agencies thereof, applications for grants or funds for projects affecting citizens within the members' jurisdictions.
